Each linking page should have an authority rank of 3 and above, should originate from different IP addresses, should originate from a variety of web pages ? blogs, article directories, forums, related web pages, etc), should use significant anchor text, and should avoid link farms, web pages with no authority ranking, and obvious paid link web pages.

Boiled down, you have to worry more about the quality and not quantity of your backlinks. Keep in mind that it will take time to come up with high quality backlinks, but the rewards will be worth it.
